Hi Alex,
Installing Xerces on windows is a new feature. If you want, you can
try the win32 binary, but I have no idea if it will work on
XP.

Otherwise you will need a C++ compiler (VC++ perhaps) to compile
the module. That may take a bit of work and cooperation with the other
developers here on the xerces-p-dev list to get things working.
