[VOTE] 10.14.2.0 release

Please test-drive the 10.14.2.0 candidate, then vote on whether to
accept it as a Derby release. The candidate lives at:

 http://people.apache.org/~bpendleton/derby/rc-10.14.2.0/

Since I have some travel upcoming, and since people are generally
busy, I propose a 3 week test-drive period, so for this vote the
polls close at 5:00 pm San Francisco time on Sunday, April 29.

10.14.2.0 is a bug-fix release, described in greater detail here:

+1 on the docs. They all seem to be as they should be. Thanks, Bryan, 
for all your work!

I found exactly one typo in the file you mention (it's probably been 
there for a long time) -- the "What" in the fourth bullet item near the 
top shouldn't be capitalized. You might fix it for 10.15. Otherwise, it 
looks great.

I've completed the testing I intend to perform for this release.

Since the difference in content between 10.14.1.0 and 10.14.2.0
is very tiny, I think the most important part of the release is
actually the release notes and the updated documentation.

I read through these several times and I think they're adequate,
but I encourage others to also have a look at the updated
documentation and at the release notes.

Specifically, the updated documentation changes are in the
section here, and its subtopics:

I have completed my testing of the 10.4.2.0 RC. My results are recorded 
at https://wiki.apache.org/db-derby/TenFourteenTwoChecklist and 
https://wiki.apache.org/db-derby/TenFourteenTwoPlatformTesting. This 
looks like a solid release to me.
