Pointers to GPLv3 + GPLv2 compatibility statements?

The prime logic for the FSF to declare ALv2 incompatible with GPLv2
was the patent clauses.

Now that GPLv3 includes effectively the patent clause, it would appear
to be incompatible with code licensed under GPLv2 (and without the "or
later version" language).

Has the FSF offered any statement yet, since whatever conclusion and
rational they would offer impacts the compatibility of GPLv2 + ALv2?
