    Description: 
As a prerequisite for the algorithm described in IGNITE-24811, we need to be able to save last created Raft snapshot meta information in the TX state storage, which includes:
# Applied index and term;
# Raft configuration;
# Lease information;
# Table IDs that participated in the snapshot.
