Release with CVS SCM failed when Checkout is read-only

When we use the goal release:perform, the plugins try to update the pom.xml
Bug we use CVS with checkout in read-only mode (by setting the variable CVSREAD to 1)

It seems that the plugins do not try to do a "cvs edit" before updating the file.
So the update file because the file is read only.

The edit command must be implemented in Maven-SCM
