[Bug 115447] Importing CSV file with double-quoted numbers treats numbers as text

confirmed:
CVS file download from a site (ie user is not in control of the downloaded
formatting)

(notice, there is no single quote anywhere)

imports for debits or credits result in the columns 
'24.6400 
'-8.0000
the extra ' makes the field TEXT and can not be used in arithmetic formulas

NASTY field by field editing is required to remove the extra quote.

OO v3.4.0 and lastest 3.4.1
