As 5.1.0 shades commons-cli, and is thus not affected by PHOENIX-6348, and actually fixing the quoting issues requires code changes in the Tools, which we are not targeting for 5.1.0, I will only include this in 5.1.0 if it doesn't cause an additional delay.
