### Describe the enhancement requested
Recent discussion in the parquet-java geo type implementation (https://github.com/apache/parquet-java/pull/2971) highlights that the current specification lacks clear guidance on how to handle NaN or null values in bounding box statistics.
Specifically, the spec currently treats xmin, xmax, ymin, and ymax as required fields that must either all be present or all be omitted. This can lead to situations where NaN values are included in the bounding box, which is problematic since Parquet discourages the use of NaN in statistics.
To address this, the specification should offer clearer instructions on how writers should populate bounding box values in the presence of NaNs, and how readers should interpret missing or incomplete bounding boxes.
