This functionality was somethng had before I don't think we should regress
here. I have done the analysis of what is wrong and I'm just thinking that the
criteria for "maxOccursUsage" needs to be tightened a bit. If this is really
for wrapped style support would make setting this to true conditional on
msgContext.getOperationStyle() == Style.WRAPPED) fix this?? Seems to be a
benign change.
