Took around five and a half years, but SOLR-11749 regression-test-like functionality for bin/solr is done!

SOLR-11749, originally opened by Christine in December 2017, I think is finally done!    

I’ve left SOLR-12137 which is to apply regression testing to solr.cmd as open, however I’m hoping to reduce the amount of code that isn’t being tested by moving more logic out of the shell and cmd scripts into the Java code.    And someday, maybe bats style tests will run on Windows?   

I’ve resolved SOLR-11749, however if anyone has another opinion, please do speak up.
