> When an <exclusion> specifies a dependency that does not exist, it is quietly ignored. I think this poses a problem because the exclusion never takes place despite the explicit configuration to do so. My recommendation is to at least emit a warning, but really I hope this would be an error condition. It should be treated like a dependency that can't be resolved and fail the build.
