JSR-243 final approval ballot protocol

FYI, unlike previous JCP procedures, there is no public review period  
for this phase of the process. The JCP executive committee is voting  
to approve the final spec starting right now.

The Final Approval Ballot is held for two weeks, with the last day
being 13 March 2006. At midnight on 14 March, the results are  
automatically
posted to the JSR 243 detail page from a link in the status table,  
and later
that morning the results are announced to the jcp-interest list.
