which win32 download has the client library stubs?

I'm looking to port my CodeWarrior VCS plugin 
(http://www.soundgeek.org/Software/SubversionPlugin.html) to Windows 
and am looking for the .lib stubs for the subversion client libraries.  
The svn-win32-1.1.3.zip file contains .dlls for apr, neon, etc. but not 
for the subversion client library.  svn-win32-1.1.3_pdb.zip contains 
debug files (.pdb) for the svn executable but I still don't see the 
client libs.  Does such a download exist?

There are no .dlls for the multitudinous Subversion libraries.  The 
win32 build system doesn't know how to build them.  Patches are 
welcome.  :-)
