[Bug 10971] Mouse behavior and text selection

I loaded the new 4.0 version of Open Office to my home computer (Windows XP),
and attempted to recreate the original 'current' behavior. That no longer
appears to be and issue.  When moving the 'I' beam cursor out of the text area,
it consistently appears as an arrow.

The 'suggested' behavior appears to be two separate functions. For 'Dragging
the mouse outside the text boundary a means to select text', I discovered I
could accomplish the desired behavior if I highlighted the text from the left
hand side of the text box, but not if I hightlighted the paragraph from the
right of the screen.  From the left I was able to highlight a paragraph and
drag the mouse down the page, and successfully move a highlighted paragraph.  

The function of clicking once or twice to capture a line of text still doesn't
appear to work.
