    KAFKA-5811: Add Kibosh integration for Trogdor and Ducktape

    For ducktape: add Kibosh to the testing Dockerfile.
    Create files_unreadable_fault_spec.py.
    
    For trogdor: create FilesUnreadableFaultSpec.java.
    Add a unit test of using the Kibosh service.
