Install cluster with HIVE (HDP-2.2)
Go to HIVE configs page
Try to override "ACID Transactions"
Override appears without error-message about "Configuration overrides must have different value".

This happens because config validation rule is like
{code}this.value === parentSCP.get('value') && this.supportsFinal && this.isFinal === parentSCP.get('isFinal')) {code}
{{supportsFinal}} for this config is false, so this condition is always false too.
Is this behavior correct?
