[RESULT] Release Apache Arrow ADBC 0.4.0

The vote passes with 4 binding and 2 non-binding +1 votes.

I will take care of the release tasks over the next few days.

[x] Close the GitHub milestone/project
[ ] Add the new release to the Apache Reporter System
[ ] Upload source release artifacts to Subversion
[ ] Create the final GitHub release
[ ] Update website
[ ] Upload wheels/sdist to PyPI
[ ] Publish Maven packages
[ ] Update tags for Go modules
[ ] Deploy APT/Yum repositories
[ ] Upload Ruby packages to RubyGems
[ ] Update conda-forge packages
[ ] Announce the new release
[ ] Remove old artifacts
[ ] Bump versions
[ ] Publish release blog post
