Here's what I've done on this so far:
1) Loaded the whole reef solution in Visual Studio 2017
2) Changed the target framework to build .NET 4.6.2
2) Built Org.Apache.REEF.IMRU
3) I am attaching build log in the JIRA ticket for reference, it looks like the dependencies all built correctly with warnings in places, we really should fix the warnings moving forward.
