 # Jupyter is in running status

*Steps to reproduce:*
 # Go to Jupyter UI
 # Switch to local Py3 kernal

*Actual result:*
 # Connection to kernel local Py3 fails

*Expected result:*
 # Connection to kernel local Py3 is successful

(i) Connection to remote kernel is successful.
