OK, so I have do-stable update working again.  This should get 2 of the 
5 steps I've documented for rule generation working.  Few more minutes 
and we should see serial number ticket.

Attached is the output.  I have to go through this for a finer review 
looking for errors but it was big breakthrough to figure out we needed 
pgapack working on the new box.

I haven't rebuilt the crontabs yet but I think I have a list of which 
scripts, where they live, what accounts are needed and when they should run.
