[GH] (rocketmq-dashboard/docs/deploy-local-quickstart-network): Workflow run "CI" failed!
The GitHub Actions job "CI" on rocketmq-dashboard.git/docs/deploy-local-quickstart-network has failed.
Run started by GitHub user unbridled-41 (triggered by unbridled-41).

docs(deploy): create the shared network in the local compose quickstart
deploy/docker-compose.yml attaches mysql and rocketmq-server to the
externally-declared rocketmq_net, so the documented local quickstart fails on
a host that has not created it yet:
$ cd deploy && docker compose -f docker-compose.yml up --dry-run --no-start
network rocketmq_net declared as external, but could not be found
The other two documented entry points already create it
(deploy/rocketmq/README.md, and deploy/deploy.sh), and the root README's
Quick Start gained the same idempotent step in #5096; only this section was
left without it.
Add the step, matching the phrasing the root README uses. Verified on a host
without the network: the documented command makes the same dry-run proceed
and create every container.
