Merge tracking and managing expectations
I know there have been a variety of ongoing discussions about merge
tracking and how to implement it in svn but I have not really seen
anything about even a vague timetable. If I were trying to set
expectations among my user base should I say that this is a early 2007
feature? A mid 2007 feature? Later? I am just looking for an
approximate timeline right now.

According to the road map[1] it's a medium term goal. What that means in
terms of time is probably unknown. There is an external tool[2] performing
merge tracking today, which might be usable to you. I haven't tried it
myself, so I can't vouch for the quality.
