This is a fundamental flaw with how we install.  The Makefiles rely on the fact that a Unix system is forgiving of things like "//" in a path.  Because we add a destination directory (which is, by default, empty) to the prefix, the default behavior is to install to a path that starts with "//".

We will need to figure something out as a special case for Cygwin, since "//" is interpreted as a UNC path.
