xml to xml transformation

hi
can anyone tell me why i can't seem to get my xalan parser to transform a
xml document to another xml document?? i can transform xml to html  using my
stylesheet but not xml to xml. i keep getting empty documents  unless i
place a <html> within my stylesheet (as the root of my target document).
i've tried setting the output method to both text and XML but that has made
no difference whatsoever.
