boolean built in type is created with STRING as a name instead of BOOLEAN

fBuiltInTypes.put(BOOLEAN, new XSSimpleTypeDecl(anySimpleType, STRING, ...

should be:

fBuiltInTypes.put(BOOLEAN, new XSSimpleTypeDecl(anySimpleType, BOOLEAN, ...
