Manifest file usage in xalan.jar and xerces.jar

Why the manifest file Manifest.mf packaged with xerces.jar and xalan.jar
does not use the standard pattern (Implementation-Vendor,
Implementation-Version etc.) ?

There does not seem to be a standard way of verifying the versions of
xerces.jar and xalan.jar in a deployed environment.

Is this going to change in future versions ?
