SCMCommonPlacementPolicy#validateContainerPlacement uses groupingBy and reducing to count replicas on each rack.
 
Replication Manager performs this check repeatedly while checking container health.
The replica list is usually small, but the stream collectors create temporary objects on every call, adding avoidable allocation and GC overhead in SCM.
