   ### Motivation
   Currently when users submit functions/source/sinks, the function worker does some pretty extensive checks for java functions. This checks involve loading the user defined classes. Since function-worker is privileged code, but function itself is non-privileged, it could lead to situations where a misconfigured/malignant user-code causes catastrophic cluster failures. 
   This pr adds a switch to make these checks optional.
