[users@httpd] Apache2 file upload speed limit

I have website where users are able to upload some files to my website.
Is there some mod or way that allows me to limit speed of maximum upload 
speed from user to my webserver ? (iptables isn't option)
Im looking for "limiting speed per virtualhost".
I know mod-cband but it only limits download speed and not upload speed.

Im using dedicated server on Linux and  Apache/2.2.4.
