[ANNOUNCEMENT] Commons Validator 1.3.1 released

Commons Validator 1.3.1 is now available. Validator 1.3.1 is a
maintenance release fixing a number of bugs, full details of which can
be found in the release notes:

Validator is available in either binary or source from here:
