If {{dfs.federation.router.fairness.handler.count.concurrent}} is configured, unassignedNS is thus empty and {{handlerCount % unassignedNS.size()}} will throw a /0 exception.

Changed it to assigning extra handlers to concurrent ns in case it's configured.
