[BETA] Apache NetBeans 12.3-beta1 available for testing

Dear Apache NetBeans community,

The first beta build for Apache NetBeans 12.3 is available.

As per the release schedule, NB 12.3 is a non-LTS release, and will
not have a full NetCAT process.  However, feedback and testing from
those on the dev@ and netcat@ lists would still be appreciated,
particularly around new features.  Please file issues in JIRA as
necessary, with the affects and fix versions set to 12.3. Please take
note of the Bug Priority Guidelines (link below), in particular so
that we can address critical and blocking issues if they arise.

**The following rules are applied to the pull request from now until release:**

PR's intended to be included in the 12.3 release :
 - Limited to fixes and (ideally) tied to a JIRA ticket.
 - Base on the delivery branch.
 - Mark with 12.3 milestone.
 - Add the release manager(s) as reviewers (in this case Geertjan and myself).
 - Will be merged by the release manager(s).
 - Will be assessed against the bug priority guidelines.

PR's with features for a future release :
 - Base on the master branch.
 - Will be reviewed and merged in the usual way.
 - If possible stay away from big refactoring.
 - If possible do not overlap with fixes for 12.3 (delivery will be
merged to master regularly).

There shouldn't be a need for sources voting.  Out of interest, are
there instructions to follow to build it that we can link to?  If it
can be built from eg.
https://ci-builds.apache.org/job/Netbeans/job/netbeans-TLP/job/netbeans/job/release123/8/artifact/dist/netbeans/netbeans-12.3-beta2-source.zip
then there is no need to have a separate vote on the sources, just the
released binaries.

We will liaise in advance so we can schedule in parallel.

Incidentally, the platform sources are provided as a separate
download, but as it's generated from the full sources, it's not voted
on separately either.

try?  I had this on a list to follow up on - I have to say I've not
looked much at the extension or its build process to date, so I don't
know how this is best handled.

No, the release vote is on sources.  Although the vote thread includes
the binary zip artefact.  Other binaries are deliberately kept
separate from the main release vote - these can be done roughly in
parallel.

Separate threads are a good thing - eg. it means people have to
explicitly check the VSCode artefact before voting.

Obviously, if the source release vote fails, other votes do too.

This is another reason to keep the vote separate if the main RM's are
not handling signing, publishing processes, etc.

https://github.com/apache/netbeans-jenkins-lib/blob/master/meta/netbeansrelease.json

Can VSNetBeans - Apache NetBeans extension for VSCode be also included 
in Beta?
I assume after 2 releases, 12.2 and 12.2.1 it can be included in Beta 
and later in RC voting.
It can reduce the number of voting emails for release artifacts.

Me or Dusan Balek will take a care of publishing to VSCode Marketplace.
And is it possible also to add it to
https://ci-builds.apache.org/job/Netbeans/job/netbeans-TLP/job/netbeans/job/release123/7/artifact/ 
?
