[ANNOUNCE] Apache BookKeeper 4.3.1 released

The Apache BookKeeper team is proud to announce Apache BookKeeper version
4.3.1.

This is the second release of Apache BookKeeper as an Apache Top Level
Project.

The BookKeeper project is made up of a distributed logging service called
BookKeeper and a distributed publish/subscribe system build on top of
BookKeeper called Hedwig.

This release contains bugfixes related to bookies, e.g. handling entry log
id, fencing state and deadlock on entry logger compaction.
