squakez opened a new issue, #4608:

   When we run `kamel run ... --maven-repository https://repository.apache.org/content/groups/snapshots-group@id=apache@snapshots@noreleases` we do not include the `pluginRepository` into the settings we create.
   
   As a workaround we can install the operator via `kamel install --maven-repository https://repository.apache.org/content/groups/snapshots-group@id=apache@snapshots@noreleases`, in which case the settings include also the plugin repo
