FormFile is not throwing FileNotFoundExcpetion when file doesn't exist

Both getFileData() and getInputStream() claim they will throw an exception if 
the file doesn't exist but for me they are not.

The class is CommonsMultipartRequestHandler$CommonsFormFile.
