[FYI] Breaking change in catalog store

Hi folks,

In master and 0.11.0 branches, table type BASE is changed to MANAGED at
https://issues.apache.org/jira/browse/TAJO-1802. MANAGED type is the valid
term while BASE is legacy.

To avoid misbehavior of catalog store, catalog version is also changed at
https://issues.apache.org/jira/browse/TAJO-1808. Please upgrade your
outdated catalog if you are using master or 0.11.0-SNAPSHOT.
