Netbeans User 2019 commented on NETBEANS-2374:

I have tried to run IDE with -J-Dfile.encoding=UTF-8, but this seems help
 with "Editor". In any case it should be reported at least in the release log for version 11 as no issue with version 10 and same rest of mentioned environment (reffering to field in this issue).
