m2 always try to download tools-1.4.pom

When I try to build my jar. m2 always told me that:

Downloading:
http://repo1.maven.org/maven2/java/tools/1.4/tools-1.4.pom

and m2 suspend for a while. Is there any way to stop
m2 doing that?

if you already have the jar file in your local repository then you can
just create a pom for it. i think i read somewhere that an empty pom
file would do.
