There should be a NOTICE and LICENSE file in an obvious place in every published source release. Since the SVN / GIT repos are published, AIUI they should have N & L files.

I would expect to find N & L files alongside the pom.xml files.

The only such files I could find were under apache-maven:

The NOTICE file there is also incorrect; the leading 5 lines should be removed; the NOTICE file MUST start with something like:

Note also that the correct phrase is "developed at" - *not* "developed by" - the distinction is important.
