Picky Configuration script is killing me

Just finished tracking down another obscure problem related to the fact
that the Configuration script parses:

    Rule WANTHSREGEX=Y

As if the person had written:

    Rule WANTHSREGEX=no

I submitted a patch a long time ago which would make the Configuration
script just look at the first character in a case insensitive manner.
It was vetoed, and I accept that.  Just highlighting the fact that there
was good reason for the patch in the first place.  It would have saved
me and a couple of confused sys admins out there a couple of hours of
frustration.
