mod_rewrite does not create the rewritelock file

when using the rewritelock directive, no lock file is created.
due to this problem the synchronization between the httpd and the external 
lookup program fails.

the same mod_rewrite configuration works in apache 1.3.26, i tried to use mpm 
as worker and as prefork without success
