When all else fails I tend to look at https://svn.apache.org/repos/asf/commons/proper/commons-parent/trunk/pom.xml.  That said, it only declares the rat plugin and has no extra configuration.  Looking at http://commons.apache.org/vfs/rat-report.html I see that release notes are typically marked along with LICENSE and NOTICE file. However, they normally are named RELEASE-NOTES.txt for that to happen (which also happens to be the common naming convention for the file).
