[PR] build: pin external GitHub Actions [bifromq-sites]

visoar opened a new pull request, #90:

   ## Summary
   
   - pin external GitHub Actions to reviewed commit SHAs
   - add weekly Dependabot updates for the GitHub Actions ecosystem
   - retain version comments so automated updates remain easy to review
   
   ## Verification
   
   - parsed both YAML files successfully
   - verified all external Actions use full 40-character SHAs
   - verified both pinned commits against their upstream repositories
   - pnpm run typecheck
   - pnpm run check:site
   
   Fixes #89
