`pip install pyarrow` also failed to build on Ubuntu Server (19.10, 64-bit) on Raspberry Pi 3b+ with the same error

'cmake' failed with exit status 1
ERROR: Could not build wheels for pyarrow which use PEP 517 and cannot be installed directly
```
