ANN: 0.96 is being EOL'd

(This is first time we've done this so working it out as we go along.)

We are dropping support for 0.96.x.

What does this mean to you the user?

+ No more patches or releases on 0.96 branch.
+ If you are having an issue in 0.96.x, our first response will be upgrade.

Let us know if this is going to leave you high and dry and we will figure
how to accommodate.
