apr-dist module

I've set up the apr-dist CVS module and checked it out into
/www/www.apache.org/dist/apr/ on daedalus. Currently, it only has a KEYS
file, but see httpd-dist for other things that it might hold.

The checkins mailing list hasn't been prepped yet, but I sent a note to
infrastructure@ about that.

Everybody that can commit to APR has commit access to the apr-dist module.

Just another step towards a release...
