   One reason why we might have wanted to start the monitor first, is to be able to receive any startup error logs from other services that get sent to the monitor. However, there's no guarantee we'd start up in time to catch those anyway, and the monitor log sink is not a replacement for logs on individual machines, so I think it makes sense to start the monitor last.
