[QA] Two bugs very annoying for french users

Hello list,

Since AOO 3.4.0, two issues with Calc are poisoning for french

These bugs may be related.

Many people have been reported on the FR forum and the advice is to "install LibO".
Thanks to developers to have a look and fix it for next release.
