JSP + Struts + Tomcat/Websphere Test Environment

I am currently using VisualAge for Java 3.5.3.
Which "test environment" is best to use with JSPs and Struts -- Tomcat or Websphere?
Where is the best place to find configuration documentation to integrate JSP/Struts/Tomcat or Websphere Test Environments and VisualAge for Java?
Does VisualAge for Java limit this integration and do you recommend a better IDE?
