[I] [sqlLab] left side tool bar does not working after browser refreshing [superset]

A clear and concise description of what the bug is.
#### How to reproduce the bug
1. Go to 'sqllab'
2. Click on 'Hide tool bar'
3. browser refresh
4. Click on 'Expand tool bar'
### Expected results
tool bar expand
### Actual results
not expand
what actually happens.

- superset version: master branch (docker-compose -f docker-compose-non-dev.yml up)
